Ingénieur ENSEIRB en génie logiciel, titulaire d’un DEA en synthèse d’images et d’un DESS en Administration des Entreprises, Michel Le Van Kiem a démarré sa carrière en SSII. Il conçoit ensuite les premières applications Web du CHU de Bordeaux dans les années 90. Il rejoint en tant que responsable informatique l’Ecole Nationale de la Magistrature où il œuvre à la pénétration du numérique dans la pédagogie : e-learning, régie vidéo.
Attiré par les projets techniquement complexes, il prend la tête du département des Systèmes d’Information et de l’Électronique Maritime du port de Bordeaux en 2003. Franchissement du pont de Pierre par les barges Airbus, installation de nouveaux radars côtiers, refonte du réseau marégraphique avec des logiciels libres, voilà quelques projets menés avec succès. Parallèlement, il constate la complexité des formalités administratives du passage portuaire et lance le projet POSEIDON, fusion des systèmes d’information du port (VIGIE2), des logisticiens (AP+) et de la Douane (DELTA). 4 ans après, les droits de port et le dédouanement pour tous les trafics (vrac et conteneurs) sont dématérialisés et l’efficacité des clients du port améliorée, illustrant un partenariat public - privé réussi.
M. Le Van Kiem est responsable de l’Innovation au port de Bordeaux depuis 2012.

Digital technology at the service of economic development: POSEIDON, towards an electronic port single window in Bordeaux

The reinforcement in safety of maritime transport has accelerated following the events of the 11 September 2001 and the wreck of the Erika. The European Union has thus issued numerous directives aimed at improving the traceability of maritime traffic : vessels and cargos. The formalities of port passage have been made more complex : port security, State port controls, Customs declarations and port dues, monitoring of hazardous goods and wastes on board vessels, etc. The increase of obligations to declare has gone hand in hand with the take off of port information systems which revealed themselves an opportunity to simplify administrative steps and created a new dynamic to avoid multiple entries and to provide the desired traceability.
It was thus that in the port of Bordeaux, an innovatory public-private partnership has permitted the dematerialisation and simplification of all the formalities of port passage for all types of traffics : bulk, containers, import and export. This is achieved by the POSEIDON project, fruit of the symbiosis of the vessel traffic management information (VIGIE2), logistics (AP+), Customs clearance (DELTA) and the payment of port taxes and dues.
Totally operational since April 2010, POSEIDON generates high gains in productivity for the various players of the port supply chain and facilitates the development of maritime transport whilst respecting the regulatory obligations in force. It prefigures the electronic single window of tomorrow.
