Frank Antich y Amengual est Développeur territorial à l’Agence d’urbanisme et de développement économique du pays de Lorient (AudéLor) depuis 2001.
Diplômé de Géographie à l’Université de Rennes II, Frank Antich y Amengual intègre en 1995 la commune de Guidel dans le Morbihan afin de suivre la révision du Plan d’Occupation des Sols. En 2001, suite au développement de la compétence économique de l’Agglomération de Lorient, Il poursuit sa carrière en tant que chargé de mission en développement économique et plus particulièrement sur le suivi des filières nautisme et image à AudéLor. Depuis 2008, au sein d’une équipe pluridisciplinaire, il se spécialise dans le suivi et le développement des sites économiques et plus spécifiquement sur les espaces portuaires et militaro-portuaires.

After World War II, the 26 ha of the submarine base are integrated into the military plan of the French Navy. For half a century, the site is classified "top secret" at the heart of the city of Lorient. In 1995, the departure of the squadron of the Atlantic ended the military period of the BSM site.
After various preliminary studies, a preparatory mission, an international contest for ideas was launched in 1999. The decision to retain the iconic three titanic blocks (2.5 ha each) is adopted. The conversion is therefore geared around three major divisions : an economic center with a business village dedicated to maritime activities and the creation of a deepwater port ; an offshore racing center with the construction of dedicated infrastructure (port, sheds), and a tourist center with as highlight the city of sailing Eric Tabarly and the museum dedicated to submarines around the Flore.
In 2008, the conversion seems won. Lorient residents have reclaimed the spaces filled with history and the racing center is referenced at European and global level. Besides, following an international call for applications, Lorient and the site of the BSM were selected in June 2012 to host the Volvo Ocean Race (international race around the world). This event positions Lorient in the world of racing as high as Auckland, Cape Town, Sanya, Lisbon, Abu Dhabi.
